Abstract:High quality information system is the foundation of the enterprise application of information technology to get competitive advantage. A new theoretical model is constructed including IT resources, IS development capabilities and IS capabilities from the perspectives of IT process view, resource-based view and competitive strategy. Constructs of IS development capabilities and IS capabilities are verified through confirmatory factor analysis using the sample of 201 firms. This study shows that IT resources can not translated into IS capabilities directly, but through the mediating effect of IS development capabilities.
